Product Development Process: Stage 0 - Discovery

THESIS
Last week’s opening edition framed the Product Development Process as a competitive system. This week moves to the first point where that system starts shaping future outcomes at low cost: Discovery. (PDMA, 2026; Stage-Gate International, 2026)
In practical terms, Discovery is the front end of new development work: new products, new services, new technologies, customer-driven developments, and extensions into new applications or markets. It is the point where early ideas first meet enough commercial and supply reality to justify, or stop, further commitment. Stage-Gate describes Discovery as the stage for identifying business opportunities and generating product, service, and technology ideas, while PDMA frames product innovation processes as multidisciplinary, organization-wide systems for successful and repeatable outcomes. This matters because weak assumptions often do not fail in Discovery. They travel forward. A concept can look promising until cost corridor, supplier maturity, sourcing flexibility, qualification burden, or launch path become harder to change. A strong Discovery stage does not eliminate uncertainty; it makes uncertainty explicit while correction is still cheap. A weak Discovery stage lets confidence harden before the idea has earned it. (McKinsey, 2017; Shehab & Abdalla, 2001)
A more useful procurement perspective this week is that Discovery is not “what R&D does behind closed doors.” It is the first place where sourceability, supplier maturity, switching cost, tooling exposure, qualification realism, and later serial-readiness can either be tested early or inherited later as structural constraints. For leaders, the relevant distinction is not whether teams stay busy inside their own functional lanes, but whether the process forces the right questions early enough that functions do not simply pass uncertainty downstream. (Luzzini et al., 2015; Schoenherr et al., 2016; Stage-Gate International, 2026)

The useful distinction at this stage is not creativity versus control; it is whether uncertainty becomes explicit while change is still affordable. (McKinsey, 2017; Cooper, 2026)
Procurement adds value here by testing sourceability, supplier maturity, qualification realism, and sourcing flexibility before later teams inherit weak assumptions as fixed constraints. (Luzzini et al., 2015; Schoenherr et al., 2016)
Gate 1 matters because it is the first formal Quo Vadis decision in the PDP: not proof of the idea, but the first disciplined judgment on whether the idea deserves further scoping. (Stage-Gate International, 2026; McKinsey, 2017)
A robust process also creates orientation for people and makes it easier to identify which administrative workflows can later be simplified, redesigned, or automated around the real work rather than around procedural noise. (McKinsey, 2025; McKinsey, 2026)

DEEP DIVE

Product Development Process: Stage 0 - Discovery
With the Product Development Process established last week as a business system rather than a development routine, today’s focus is the first stage where structural influence is still cheap and weak assumptions are still relatively easy to challenge. That is why Discovery matters more to procurement than the label of the stage may initially suggest. (PDMA, 2026; McKinsey, 2017)
What Discovery is trying to achieve for the business is not broad creativity alone, but the first disciplined filter between interesting ideas and fundable opportunities. In manufacturing, this often means new product platforms, variants, customer-specific developments, or market extensions. In service businesses, the same logic applies to new service offers, solution models, delivery concepts, or technology-enabled propositions. The common purpose is future security: deciding which opportunities deserve scarce resources and which do not. Stage-Gate and PDMA both support that broader, cross-functional reading. Teams often misread this stage in two ways. The first is to treat Discovery as too early for procurement input. The second is to bring procurement in only to comment on price. Both readings are weak. At this stage, procurement’s best-fit role is earlier market translation: Is the concept sourceable under realistic supplier and regional conditions? Is a willing prototype source also a credible serial source? Is the technology available at usable maturity, or only technically interesting? Are tooling, qualification, lead-time, or switching-cost exposures already narrowing later flexibility? Earlier supplier and purchasing integration improves innovation outcomes when it strengthens decision quality rather than adding process theatre. (Luzzini et al., 2015; Ragatz et al., 1997; Schoenherr et al., 2016)

Back in 2019/2020 I was part of a task force for developing a new PDP for a publicly traded global player in the photonics/semiconductor sector. We faced the following situation during the discovery/ideation phase 0:
Engineers, project managers, and developers almost always sent RFQs to their "preferred suppliers" on their own initiative, rather than involving the procurement department. And they often asked operative/tactical buyers for help but were confronted with „I have no time to do that / this is not my job / I only do category X for serial business“ (so my former employer revived the technical project procurement department for early involvement). This pattern was quickly recognized as a red flag, because contrary to the supposedly well-intentioned approach “we’re just asking for a non-binding quote”, the reality was that whenever there was an innovation or a problem to solve (technical nature / R&D work) in the early product phase (Phase 0), the supplier being queried was involved (Have you ever had the misfortune of having to prove in court that your confidentiality agreement was valid and that your partner had breached it? Since surveillance and recording are illegal in the B2B sector, the matter ends in an embarrassing verbal spat, and a settlement in court is then the best one can hope for. The innovation and intellectual property are lost).
Even if these suppliers were qualified and active in our supplier development system, in three out of five cases, they may not have been the well-considered choice in terms of the target market, the projected customer volume, or even with regard to intellectual property and future external innovations required by a strong partner in that particular business field. In some cases NDAs where outdated and no SLAs agreed on that special purposes. And since time is more rather short than knowledge, beyond the background that no SLA covered IP of these potential new innovative products, the R&D inputs and outputs these suppliers gave us, where not covered and stamped as our IP in terms of technical drawings, 3D-models or product descriptions.

Let that sink in and double-check whether your R&D department has a list of preferred suppliers that contains only qualified and vetted suppliers who are ready for business and have all relevant documents up to date (CoC, NDA, SLAs, MSAs). The relevant distinction here is between early structural influence and later commercial correction. If Discovery does its job, later phases inherit cleaner assumptions. If not, the same issues usually return in weaker form: price negotiation replacing earlier architecture influence, supplier escalation replacing earlier supplier integration, dual-source debate starting only after dependence has formed, and qualification burden surfacing only after the concept already looks committed. A launch plan built around repeated expediting is usually not a launch-stage strength; it is often an earlier realism gap that matured slowly. (Shehab & Abdalla, 2001; McKinsey, 2017)
There is also a leadership implication. Where functions retreat into narrow boundaries and treat upstream work as “not my topic,” Discovery degrades into handoffs rather than decision-quality improvement. A solid front-end process does the opposite: it gives people orientation, clarifies what must be known before commitment, and makes later workflow simplification or automation easier because the underlying decision logic is already structured. The practical perspective is that automation follows better process design; it does not rescue weak process fundamentals. (Stage-Gate International, 2026; McKinsey, 2025; McKinsey, 2026)
Discovery, however, is only one half of the first decision moment. Gate 1 is the first formal quo-vadis decision in the PDP: does the idea deserve further scoping, or should it stop here. The gate is therefore not a bureaucratic appendage to Discovery, but the point where the organization decides whether uncertainty is acceptable for the next step. The purpose of Gate 1 is not certainty; it is disciplined permission to continue under uncertainty that is understood well enough to justify more work. At that moment, procurement adds value by testing whether the idea is at least directionally sourceable, whether early supplier and material assumptions are credible enough for further scoping, and whether obvious sourcing, qualification, or tooling risks are already visible. In that sense, gate quality helps define process quality: weak Gate 1 logic turns Discovery into idea accumulation, while stronger Gate 1 logic turns Discovery into selective business building.
